David Blackshaw is specialised in providing consulting and interim management services to the asset management industry. He has more than 35 years’ operational and financial experience, holding national and regional positions for Citigroup, as well as consulting to asset managers including M&G, Aviva, BlueBay and RBS.
He has a deep understanding of governance, compliance, distribution, and risk challenges for investment funds (UCITS and AIFs) and fund management companies covering best practice and regulatory requirements. His fund experience includes the oversight, launch, merger, onboarding and closure of funds and sub-funds in multiple jurisdictions; strategic analysis, feasibility studies and overall project responsibility for AIFM/UCITS management company restructuring/mergers; regulatory remediation; implementation of new regulations; cross border fund mergers; regulatory licence applications; ancillary MiFID permissions; enterprise risk management (ERM); service provide advising on global fund distribution strategy and governance; establishment of AML/CFT frameworks; and acting as interim manager for a management company governance and oversight team.
He has held senior national and regional roles at Citigroup including EMEA Head of Market Risk Management, COO for European Regional Treasury, CFO for all the group businesses Offshore, Senior Country Operations Officer, Head of Finance, and VP for US/Europe Accounting Policy, Advisory and Control. As well as serving on Citigroup subsidiary boards, he also served on the board of the Irish RTGS clearing company (IRIS) and was Chairman of the Operations Committee of the Federation of International Banks.
David launched his career in the financial service practice of Arthur Young moving as Manager with Ernst & Young. He subsequently joined Moret Ernst & Young as a Senior Manager, coordinating large multinational and multidisciplinary assignments.
