Senior IT Consultant with a focus on information security, Privacy and architecture in the infrastructure environment
David Bleyer has many years of experience as an IT Security Coordinator in the public sector, particularly for municipal services. He has successfully worked on both the implementation of the Online Access Act (OZG) and on specialized procedures specific to authorities. His practical, goal-oriented approach has contributed to the successful completion of numerous IT security projects, which led to his certification as a BSI Baseline Protection Practitioner.
Since August 2021, he has applied his expertise to develop security concepts at the state and federal level. His responsibilities have also included preparing and supporting IT security audits (ISO 27001), following up on penetration tests, and providing actionable recommendations based on the results. Especially in complex scenarios, such as online services (EfA) integrated into nationwide portal solutions or in election procedures, his broad expertise and strong analytical thinking are among his greatest strengths.
As a trained IT specialist for application development, Mr. Bleyer has a deep understanding of the interconnections within software development and the importance of security by design in IT systems. In today’s cybersecurity landscape, Business Continuity Management (BCM) has become increasingly important, and Mr. Bleyer has the qualifications to design and implement BCM in accordance with ISO and BSI standards.
He is also responsible for the operation of data centers for small and medium-sized enterprises, as well as the provision of both on-premise and cloud-based solutions. Additionally, he manages the special requirements of complex data centers for globally operating ISPs and telecommunications providers.
For over 15 years, David Bleyer has successfully utilized virtualization and load balancing to enhance efficiency and reliability. For example, he managed the data centers of a large German internet service provider in an SLA-driven environment. His projects have also involved the design and construction of data centers, server rooms, and IT infrastructures, both active and passive components, across various industries including automotive, pharmaceuticals, IT, and office environments.
In recent years, he has managed and completed projects in the field of Industry 4.0 and automation in digital printing and postal services, logistics, and goods inspection using scanning systems (PBL, inserting modules, postage optimization, route planning, idle time tracking, and maintenance planning). As an internal Privacy officer and Privacy coordinator, he has successfully integrated Privacy, data security, and IT security into daily operations, particularly since the implementation of the EU GDPR and the associated need for suitable technical and organizational measures (TOMs). This success is thanks to his broad IT knowledge and various training sessions.
Additionally, David Bleyer possesses comprehensive knowledge of system and process validation (both theoretical and practical) in accordance with GMP, as required in industries such as the international pharmaceutical sector.
