For a public client project a civil engineer (m/f/d) is sought to represent the client. The project includes the development and refurbishment of roads, sidewalks, street lighting, and bus stops.
Typical tasks in this role:**
Taking on non-delegable client responsibilities according to the AHO guidelines, including defining goals, budget accountability, and making key decisions.
Managing and coordinating external planning offices, experts, and construction contractors.
Ensuring compliance with procurement law (VOB/VgV), building regulations, and relevant technical standards (e.g., DIN, ZTV).
Performing cost and schedule control as well as risk management across all project phases (according to HOAI).
Quality assurance on site, organizing site meetings, and carrying out inspections.
Reviewing change order requests and invoices.
Regular reporting to department management and political bodies; ensuring transparency and clear documentation.
Relevant technologies, tools or methods:**
CAD/BIM software: Autodesk Civil 3D, Revit, AutoCAD.
Tendering, awarding, billing (AVA): RIB iTWO, ORCA AVA.
Project management & control: MS Project, Projektron BCS, Asana.
Construction management & documentation: PlanRadar, Capmo.
Solid knowledge of VOB/B, VOB/C, and HOAI.
Typical KPIs or success metrics:**
Budget adherence: deviation from approved budget < 10%.
Schedule adherence: meeting milestones (planning completion, start of construction, finish) with < 5% delay.
Quality: low defect rate at handover (< 5% of trades with major defects).
Citizen satisfaction: minimal number of justified complaints during construction.
Legal security: number of successfully defended claims or legal disputes.
Key challenges, risks or specifics:**
Dealing with unforeseen ground conditions and contaminated sites.
Complex and lengthy approval processes with various public authorities.
Strict budget constraints and political pressure in case of cost overruns.
Managing resident interests and public communication.
Challenges due to skilled labor shortages and supply bottlenecks in the construction sector.
Concrete deliverables ("Deliverables"):**
Completed and approved design and execution plans.
Successfully conducted tendering process with signed construction contracts.
Documented site handovers according to VOB.
Final project documentation and audited final invoices.
Closing report for senior management and political bodies.
Must-Haves:**
Completed degree in civil engineering (Dipl.-Ing./Master/Bachelor).
Proven several years of experience in planning and site management of civil and road construction projects, ideally in a municipal environment.
Solid knowledge of HOAI (all service phases) and procurement and contract law (VOB/A, B, C).
Experience acting as client representative or project controller.
Nice-to-Haves:**
Project management certification (e.g., PMP, PRINCE2, GPM/IPMA).
Experience with BIM methods in civil engineering.
Knowledge of funding acquisition and management.
