For a public-sector client project, a civil engineer (m/f/d) is sought to represent the client on site. The project includes the development and refurbishment of roads, sidewalks, street lighting, and bus stops.
Typical areas of responsibility in this role:**
Assuming the non-delegable client duties according to the AHO series, including defining objectives, budget responsibility, and making key decisions.
Managing and coordinating external planning offices, experts, and construction contractors.
Ensuring compliance with procurement law (VOB/VgV), building law, and relevant technical standards (e.g., DIN, ZTV).
Executing cost and schedule control as well as risk management across all project phases (according to HOAI).
Conducting quality assurance on site, organizing construction meetings, and performing inspections.
Reviewing claims for additional costs and invoices.
Regular reporting to the department management and political bodies; ensuring transparency and traceable documentation.

Budget adherence: deviation from the approved budget < 10%.
Schedule adherence: meeting milestones (planning completion, construction start, completion) with < 5% delay.
Quality: low defect rate at handover (< 5% of trades with significant defects).
Citizen satisfaction: minimal number of substantiated citizen complaints during construction.
Legal security: number of successfully defended additional claims or legal disputes.

Must-Haves:**
Completed degree in civil engineering (Dipl.-Ing./Master/Bachelor).
Demonstrable, several years of professional experience in planning and site supervision of civil engineering and road construction projects, ideally in a municipal environment.
In-depth knowledge of HOAI (all service phases) and procurement and contract law (VOB/A, B, C).
Experience in the role of client representative or project controller.
Nice-to-Haves:**
Project management certification (e.g., PMP, PRINCE2, GPM/IPMA).
Experience with BIM methods in civil engineering.
