For a public client's project, a civil engineer (m/f/d) is being sought to represent the client. The project includes the development and rehabilitation of roads, sidewalks, street lighting and bus stops.
Typical responsibilities in this role:**
Assuming the non-delegable client tasks according to the AHO series, including defining objectives, budget responsibility and making key decisions.
Managing and coordinating external planning offices, experts and construction companies.
Ensuring compliance with procurement law (VOB/VgV), building regulations and relevant technical standards (e.g. DIN, ZTV).
Performing cost and schedule control as well as risk management across all project phases (according to HOAI).
Quality assurance on site, organizing construction meetings and conducting inspections.
Reviewing change order claims and invoices.
Regular reporting to the office management and political committees; ensuring transparency and traceable documentation.
Relevant technologies, tools or methods:**
CAD/BIM software: Autodesk Civil 3D, Revit, AutoCAD.
Tendering, awarding, billing (AVA): RIB iTWO, ORCA AVA.
Project management & control: MS Project, Projektron BCS, Asana.
Construction management & documentation: PlanRadar, Capmo.
Solid knowledge of VOB/B, VOB/C and HOAI.

Budget adherence: deviation from the approved budget < 10%.
Schedule adherence: meeting milestones (planning completion, start of construction, completion) with < 5% delay.
Quality: low defect rate at final inspection (< 5% of trades with major defects).
Citizen satisfaction: minimal number of substantiated citizen complaints during construction.
Legal compliance: number of successfully defended change order claims or legal disputes.

Complex and lengthy approval processes with various public authorities.

Must-Haves:**
Degree in civil engineering (Dipl.-Ing./Master/Bachelor).
Proven several years of professional experience in planning and site management of civil engineering and road construction projects, ideally in a municipal environment.
Solid knowledge of HOAI (all service phases) and procurement and contract law (VOB/A, B, C).
Experience as a client representative or project manager.
Nice-to-Haves:**
Project management certification (e.g. PMP, PRINCE2, GPM/IPMA).
Experience with BIM methods in civil engineering.
Knowledge of grant acquisition and administration.
